PSVL Governance
Model
PSVL follows a single-maintainer (BDFL) model.
The project is created, owned, and maintained by Elxan Hüseynov (GitHub: @BMBOMICH).
Decision Making
All final decisions about the PSVL template — including which clauses are added, removed, or modified — rest with the maintainer.
Community input is welcomed via:
- Pull Requests for concrete changes
- Issues for clause proposals, legal gaps, and clause conflicts
- Discussions for open-ended questions and ideas
Contribution Acceptance
All contributions to the PSVL template are subject to the intellectual property transfer terms in Section 5 of PSVL.txt. By submitting any contribution, you assign rights in that contribution to the maintainer, in accordance with those terms.
The maintainer has sole discretion to accept, reject, modify, or defer any contribution.
Versioning
PSVL follows informal license versioning (two-number format, similar to Apache 2.0, GPL 3.0, BUSL 1.1, and Elastic 2.0):
- Major (
2.0): substantial restructuring or fundamentally new obligations. - Minor (
1.1,1.2): added clauses, expanded carve-outs, or significant clarifications. Typo fixes and minor formatting updates are also rolled into the next minor release rather than getting a separate patch number.
Each release is tagged in Git and noted in CHANGELOG.md.
Succession
If the maintainer becomes unable to continue maintaining PSVL, the project may be transferred to a designated successor as provided in clause 6.13 of PSVL.txt. Until then, the canonical version remains the version published in this repository.
Code of Conduct
Participation in the PSVL community is governed by CODE_OF_CONDUCT.md.

Security and legal-loophole reports follow SECURITY.md.
